Who's Making Money

Another day, another honking big funding for another online start-up (and yet another broken embargo too!).

It’s like Groundhog Day in Silicon Valley as usual.

Today, Cambridge, Mass.-based HubSpot wins tech’s version of the lottery, grabbing $32 million from Sequoia Capital, Google Ventures and also Salesforce.com.

It is unclear what the valuation for HubSpot is now, although it is likely high given it has raised $65 million now.

HubSpot makes marketing software for businesses, who use it to find prospects and generate leads, along with tools to analyze the process. It claims it has “4,000 customers, over 50 percent market share, five million leads managed, and 70 million page views tracked monthly.”

The Series D financing included HubSpot’s existing venture investors–General Catalyst Partners, Matrix Partners, and Scale Venture Partners–and part of it will be used to cash out existing shareholders. In previous rounds, the start-up has raised $33 million.

Here is the official press release:

Sequoia, Google Ventures, and Salesforce.com Invest $32 Million in HubSpot

Marketing Software Company Attracts New Strategic Investors

CAMBRIDGE, MA–(Marketwire – March 8, 2011)–Today, for the first time ever, Sequoia Capital, Google Ventures and Salesforce.com all invested together in one company, providing HubSpot with a Series D round of financing through a $32 million investment. HubSpot provides all-in-one marketing software used by over 4,000 businesses to get found by more prospects, convert them into leads and sales, and analyze the entire marketing process.

“The fundamental way that people shop, learn, and buy has changed radically in the last few years. HubSpot helps transform the way businesses market from outbound marketing (cold calls, email blasts, and direct mail) to inbound marketing (Google, blogs, social media, mobile, etc.),” said Brian Halligan, co-founder and CEO of HubSpot.

Sequoia Capital has a long history of partnering with founders to help them build long-term, multi-billion dollar companies, including Google, LinkedIn, AdMob, YouTube, Yahoo!, Apple, and Oracle. “We back companies that are transforming their industries,” said Jim Goetz, General Partner at Sequoia Capital. “HubSpot is the emerging category leader in the SaaS marketing sector. Their customer base exceeds that of all the other relevant marketing software companies combined, including Eloqua, Marketo, Genius, and Manticore.”

“Today, every company needs to succeed in search, social, sales, and marketing–I can’t think of a more powerful trifecta than Google, Salesforce.com, and HubSpot. With 4,000 customers, HubSpot is already a clear marketing leader–now, with this new infusion of capital and recognition by Google’s venture arm and Salesforce.com, HubSpot has a great opportunity to separate itself from the pack and become the leading marketing platform in the small and medium business space,” said Brent Leary, co-founder of CRM Essentials.

Google Ventures Partner, Rich Miner (formerly co-founder of Android) said, “We agree with HubSpot’s belief that search engines, social media, and mobile devices have fundamentally changed how businesses should market themselves. We’re thrilled to support their efforts to help thousands of small and medium businesses reach potential customers.”

Dharmesh Shah, co-founder and CTO of HubSpot commented, “We founded the company based on a simple premise: Businesses want an easy-to-use, complete and integrated marketing platform that helps them get more leads and customers. We plan to use this new capital to further invest in this ambitious vision and further our existing lead in the marketing software category.”

With the company’s future already clouded by Steve Jobs’ latest medical leave, the possibility of the iPad’s chief designer, Jonathan Ive, cashing out ups the uncertainty, Dan Lyons writes.

Is Apple losing its design guru?

When Apple CEO Steve Jobs announced in January that he would take a third medical leave, the biggest concern was the cloud of uncertainty that hovered over the company. Now that uncertainty has become an issue again, as rumors have started swirling that Apple might lose its chief designer, Jonathan Ive.

Apple's head designer Jonathan Ive poses for a portrait on January 27, 2010 in Cupertino, California. (Photo by Paul Harris / Newscom)

Reports in Ive’s native England suggest that the man who oversaw the design of the iPhone and iPad wants to spend more time in the U.K., putting him at odds with Apple’s board enough that he would consider leaving the company. Although Ive and Apple won’t comment, the scenario is plausible for two reasons: First, Ive is about to cash in options valued at $30 million that he was granted in 2008; and second, Ive has an especially close relationship with Jobs.

Whether Ive stays or goes, the brouhaha shows the challenges that Apple is increasingly likely to face given the questions about Jobs’ role in the coming months. One scenario being bandied about by Apple-watchers suggests Ive is making a power play to succeed Jobs; it seems just as likely, however, that he simply may not want to work at Apple if Jobs isn’t there.

Still others think the entire notion that Ive might leave is completely unfounded. But either way, the whole incident shows how the Jobs health situation is bringing more drama to a company that, until now, has been a model of tight-lipped discipline.

Apple’s products are famous for their sleek designs, and conventional wisdom holds that losing Ive would be a terrible blow to Apple—“Apple’s worst nightmare,” Britain’s Guardian called it. But the truth is, losing Ive may not be as big a deal as some Apple watchers think.

For one thing, Apple has loads of bench strength in every department, and because of its success it can attract just about anyone it wants.

“How much of this is Steve, how much is Jon, how much someone else? Steve always had an eye for design. The designer is only as good as the client,” says Jean-Louis Gassée.

For another, the real genius behind Apple’s designs might not be Ive—but rather Jobs.

That’s the educated guess of Jean-Louis Gassée, a former top executive at Apple and a longtime close watcher of the company who still has many connections there.

Gassée points out that Ive was already working at Apple when Jobs returned to the company in 1996. Ive joined the company in 1992, when Jobs was gone from the company, having been ousted by the board in 1985.

And before Jobs returned to Apple, Ive wasn’t exactly setting the world on fire. The first products that Ive designed under Jobs were the “Bondi Blue” iMac and the somewhat ugly iBook. Ive’s next products, the "desk lamp" Mac and the early metal laptops, were better looking, Gassée says.

The major legislative item on the agenda in the Senate this week will be The Small Business Reauthorization Act (S. 493).  Republicans plan to use this bill as a platform to promote critical pieces of legislation through the process of non-germane amendments to the bill.  Here are some vital amendments that will be debated and voted on throughout the week:

  • Senator Mitch McConnell is offering an amendment (S. AMDT 183) to prohibit the EPA from promulgating any regulations on greenhouse gas emissions.  There is perhaps no force that is more destructive to our prosperity, consumer freedom of choice, and job creation than onerous cap and trade schemes.  There are many red state Democrats who are up for reelection in 2012 and will be hard pressed to go on record as supporting policies that are an imprecation to the interests of their states.  Make sure to call Senators Claire McCaskill, Joe Manchin, Ben Nelson, Bill Nelson, and Jon Tester in particular.

  • Senator David Vitter is offering an amendment (S.AMDT. 178) forcing the federal government to sell off unused and underused property.  This is a serious issue.  The federal government owns over half of the land in some western states and has been using it to stifle energy development.  Selling unused federal lands would also serve as a prudent means of generating revenue without raising taxes.

  • Senator Rand Paul is using the SBA bill as a platform to offer his signature budget bill (S.AMDT 199) which would slash $200 billion in spending for fiscal 2011.  Paul’s plan slashes funding by 50% to the Departments of Energy, Education, and HUD.  This amendment represents real limited government and budget austerity and will separate the men among the boys in the ranks of the Republican Conference.

  • Senator Kay Bailey Hutchison is forcing a vote (S. AMDT 197) to delay the implementation of ObamaCare until a final resolution is reached in pending lawsuits.  Unlike other bills that are designed to merely ameliorate ObamaCare, this amendment would completely halt it during the ensuing legal battles.

  • Senator Tom Coburn has filed an amendment (S.AMDT.184) to force federal agencies to compile comprehensive lists of all of their programs

Make sure that all of your Republican senators are on record supporting these amendments, especially Rand Paul’s budget proposal.  Also, let’s see which faux moderate Democrats will commit to supporting anyone of these commonsense initiatives.  Needless to say, I didn’t waste time calling my senators; Barbara Mikulski and Ben Cardin!

Making Money Advertising

As an IPO looms, Skype is looking for new revenue streams that will help continue its growth and improve its financial prospects. Monday, it unveiled the next big revenue generator: ads on its Skype Windows desktop client.

Skype said in a blog post Monday it will begin rolling out test ads in the U.S., U.K. and Germany this week from big brands including Groupon, Universal Pictures, and Visa. The ads, which will be adjusted over time, will appear in the home tab of the Skype client at the top of the application. In an attempt to preserve the user experience, the ads will be limited, so users will only see one brand a day. Skype said it won’t use pop-ups, but will try to target ads to users to make them relevant using non-personally identifiable demographic data. Users can opt-out of those targeted ads if they choose. Skype said it has already tested some ads with Rdio.

The move to advertising has been tossed around for a long time and actually seems a bit overdue. Skype said it is almost wholly reliant on SkypeOut revenue, which made up 86 percent of its $860 million in revenue last year, according to its updated S-1 filing. Skype knows it needs to diversify its revenue if it wants to grow and have the money to invest in new features, and it needs the money to keep Skype-to-Skype calls free. By tapping advertising as a new revenue stream, it can ease its over-reliance on SkypeOut, which the company identified as a risk factor.

Skype recently announced it has hit 29 million concurrent users, and said in its S-1 that its overall user base is up to 663 million. It has a lot of people communicating, increasingly through video, which makes up 42 percent of calls. It’s an expensive setup, but it’s also a great opportunity for advertising. Fortune last year reported that Skype could rake in $200 million from advertising, especially for video chats, which could host ads alongside the chat. Overall, Skype said its users made 207 billion minutes of Skype-to-Skype calls last year. All that engagement can be monetized well if done with some restraint.

That seems to be Skype’s main concern with advertising. The company said it is moving slowly because it believes the user experience is paramount. And it’s still not clear to Skype how big an opportunity it has on its hands. Here’s the important language from the S-1:

…it is still uncertain what level of revenues can be generated through advertising. Furthermore, we may face difficulty in successfully implementing advertising on certain platforms, such as mobile devices. Finally, our users may respond negatively to receiving advertisements through their Skype software client, which could negatively and materially affect user engagement, our Skype brand and our results of operations.

Skype said in addition to advertising, it will ramp up its enterprise efforts and is also looking at gaming and virtual goods as other potential revenue sources. The advertising effort is Windows-only for now, but if all goes well and Skype avoids an uproar, expect it to appear on Mac and mobile platform as well.

For all its success, Skype is still in need of some revenue diversification. It’s getting there with these ads, which should slowly beef up revenues. A rumored deal with Facebook to provide video chat could also provide some oomph with a boost of new users. Look for more announcements as the Skype money-making machine starts to crank into high gear.

What to anticipate When Getting a Roofer

When it comes time to correct or replace your homes roof, it can be a challenging task to locate someone who is competent to do the job. There are lots of roofing companies out there, but the ones who'll do a great job for a reasonable price are not often simple to find. If you're in the marketplace for a contractor, make use of the ideas below for meeting with as well as employing the correct one.

Interview as well as Consultation

Interview @ Ilovethatphoto.net by igor termenón

Most roofing contractors offer free consultations. This is especially essential, since it provides them an opportunity to evaluate exactly what your homes roof needs, also it gives you an opportunity to evaluate them. As with all of businesses, trust your instincts about the individuals you allow up onto your roof. No matter exactly how great the contractor's status or even suggestion, he should start by presenting you with a business greeting card. If the contractor arrives looking as well as speaking in an less than professional manner, most likely the job he is going to do may also be less than professional. This isn't to express that you ought to anticipate companies to arrive within suits. They will be hiking on your roof, therefore the majority of will be dressed up in jeans as well as work boots or even athletic shoes. If the contractor appears to be interested in speaking upon his mobile phone while on your roof compared to he is in evaluating your roof's requirements, which may be another sign that he is not really the one for the job. For your legal protection, be certain that the contractor offers sufficient liability insurance.

Roof Assessment

Roof pattern by aremac

Anticipate that the contractor is going to be going up on your roof. In fact, any service provider who not need to go up in your roof to judge the issue should be immediately reduced. Those who're seriously interested in their own function may either create a drawing of the roof's surface area and tag problem areas on it because they go through their evaluation, or they'll consider photos or video of the surface area while they are up there. This is a very essential action, because it enables you to see just what the problems are as well as understand how they'll be set.

Estimation

Roofing And Roofing Contractor In ANNANDALE, MN by roofinghub

The next step would be the created estimate. The service provider will take away their calculator and are available track of a written estimate. Some contractors goes to their truck or van as well as write up the suggestion, while others may crunch the amounts to do the job prior to you. Once you're because of the suggestion, ensure that you comprehend exactly which items will be used, just how long the task will take and when there are any additional or hidden expenses that may occur during the repair from the roof. The service provider should be able to solution many of these concerns effortlessly and forewarn a person of any extra expenses that could be sustained if the roof's ethics be damaged within.

Once you have obtained several written estimations from roofers, evaluate exactly what every company or service provider would like to provide for the price. Do not always discount the greatest bid, simply because sometimes the greatest bid will actually be the service provider who does the task correctly. Also, be skeptical associated with bids which are not nearly as expensive other people. They might be using inferior products or be untruthful concerning the possibility of hidden costs. Most importantly, believe in intuition and opt for the service provider who makes you feel most comfortable about handing over your money.

Seven Uyghurs Sentenced to Death

2011-03-23

Critics of the sentences say China has politicized the robberies as acts of terrorism.

AFP

A Uyghur man walks past armed Chinese security forces in Urumqi, July 17, 2009.

Chinese authorities in the northwestern region of Xinjiang have ordered the executions of seven ethnic minority Uyghur men convicted of "violent" crimes, official media said on Wednesday.

The death sentences were handed down by the Supreme People's Court in recent days, according to state media in the regional capital, Urumqi.

The men were accused in connection with three separate attacks late last year in the Silk Road city of Kashgar, according to the news website Urumqi Online.

According to another website, the Xinjiang-based Tianshan news site, Aimaiti Tuheti, Yiming Dawuti, and unnamed "others" killed a security guard at a pedestrian mall as part of a failed Aug. 7 robbery attempt.

In a separate incident on Oct. 12, it said, Nuermaimaiti Aobulikasimu and 11 others broke into a house, bound and killed the couple living in it, and took their possessions.

It said the group also broke into the homes of two brothers, robbed them, and killed six people in a Nov. 11 attack in Kashgar.

The report gave no information about the victims or the schedule for the executions.

Three of the men were sentenced to death with a two-year reprieve, a sentence that is normally commuted to life imprisonment in China's judicial system.

They were convicted of deliberate homicide and armed robbery by the Kashgar Intermediate People's Court in the first instance.

'Strike hard' campaign

A Han Chinese resident of Urumqi surnamed Yang said a reference to "terrorism" in official news reports on the case showed that it was being politicized by the authorities, who have launched a series of "strike hard" campaigns in Xinjiang following deadly ethnic violence in July 2009.

"There is an implied political meaning; that they were somehow engaged in separatist activities or ethnic divisions," said Yang.

Exile Uyghur groups said the trials had been conducted behind closed doors, with scant opportunity for public scrutiny.

"The entire process against these men, from the trial through to the judgment, was opaque," said Dilxat Raxit, spokesman for the Munich-based World Uyghur Congress.

"There was also very little reasonable evidence to convict them on a legal basis, because all the evidence came from one side of the case," he said.

"We strongly condemn the Chinese government for continuing to pursue their policies of ethnic division," said Raxit.

"We are also strongly opposed to the death penalty in this case."

Earlier cases

Last month, the Supreme Court sentenced four Uyghurs to death for alleged involvement in an Aug. 19 bomb attack in Xinjiang’s western Aksu city.

The World Uyghur Congress pointed to concerns over lack of transparency in those cases too.

The Aksu blast left eight people dead, including two of the bombers, and 15 wounded after a man riding a three-wheeled vehicle threw explosives at a group of uniformed patrolmen. Four Uyghurs were arrested shortly after the attack.

State media characterized the cases as acts of terrorism and unrelated to longstanding ethnic tensions between Uyghurs and Han Chinese in the region.

Exiled Uyghur dissident Rebiya Kadeer has warned that attacks like those in Aksu will continue to occur until Beijing addresses the underlying source of tension in the region.

Millions of Uyghurs—a distinct, Turkic minority who are predominantly Muslim—populate Central Asia and Xinjiang.

Uyghurs say they have long suffered ethnic discrimination, oppressive religious controls, and continued poverty and joblessness despite China's ambitious plans to develop its vast northwestern frontier.

Those frustrations erupted in July 2009 in deadly riots that left nearly 200 people dead, by the Chinese government's tally.

At least 26 people, mostly Uyghurs, were sentenced to death in the aftermath of the riots, many of whom have been executed, according to state media.

China is believed to execute more people each year than the rest of the world’s countries combined, although the government does not publish official figures.

Rights groups say Beijing may execute as many as several thousand prisoners annually.

Chinese authorities blame Uyghur separatists for a series of deadly attacks in recent years and accuse one group in particular of maintaining ties to the al-Qaeda terrorist network.

New training scheme

China on Wednesday also announced a training scheme which places ethnic minority graduates from Xinjiang in work elsewhere in China.

Governments of the destination cities will spend 450 million yuan (U.S.$ 69 million) for the program, while Xinjiang will spend 400 million yuan (U.S.$ 61 million), the official Xinhua news agency reported.

The program targets some 60,000 jobless college graduates in Xinjiang, around 80 percent of whom are from ethnic minorities, and 60 percent of whom are women.

However, some commentators see the move as an attempt to assimilate non-Han Chinese into mainstream Chinese culture.

"From the point of view of ethnic minorities, the graduate work scheme is really taking the cream of youth from the minorities and using them to 'further cultural development,'" wrote one ethnic minority user on a popular microblogging service.

"In fact, the culture that is being advanced is Han culture, and this group of young people will have been totally brainwashed," the microblog update said.

An Urumqi resident surnamed Li agreed.

"They have run senior high school schemes like this before during the past few years," he said.

"Whether it's high-schoolers or graduate training programs, these are measures that are aimed at thought control and brainwashing, and the 'Partification' of their education," he said.

Ambassador in order to China to tone of voice Beijing's strong opposition of release in order to any nation other than China, which when the U.Utes. do indeed accede for this ask for it would "avoid injury to bilateral relationships and also to cooperation ‘in essential areas'". In addition, a Feb '09 cable television explains how the Chinese language Ambassador in order to Kyrgyzstan, Zhang Yannian, regarded as the possible discharge of Uyghur Guantánamo detainees as "an unfriendly act toward us" along with a "slap within the face". The Ough.S. federal government stood company in not liberating the detainees to The far east illustrates the actual degree from the politicized character of the Chinese judicial system. Genuine issues more than terrorism tend to be understandable, but in the actual Ough.Utes. government's observe the detainees would probably encounter do-it-yourself torture as well as execution when they came back to China

Chinese federal government stress regarding the Uyghur Guantánamo detainees was not just applied to the U.S. federal government, but also to New Zealand along with a number of Western governments which were considering resettlement. Albania, Germany and Finland, as well as European Union member states all appear to have paid for the brunt associated with Chinese government unhappiness. In the case of Germany, that was initially prepared to consider 2 Uyghurs upon purely relief reasons, Uyghur Guantánamo instances had been less preferable to additional detainees due to the negative effects accepting Uyghurs might have on relationships along with The far east. The Might Eight, '09 cable television applies exactly how "German Ambassador Erina Schaefer reported that Indonesia had knowledgeable The far east from the Ough.Utes. request to accept a few Uighur detainees held from Guantánamo and had been consequently cautioned by The far east associated with ‘a large load upon bilateral relations' in the event that Germany had been to accept any kind of detainees".

The actual diplomatic cables additionally discuss the unrest in Urumchi, the local funds, in July 2009. A July 13, '09 cable television talking about bulk incidents in China states:

"Ethnic riots like those who work in Xinjiang July 5-7 and in Tibet within 03 associated with 2008 vary substantially within origin as well as character through mass incidents, XXXXXXXXXXXX emphasized to PolOff [Political Officer] upon XXXXXXXXXXXX. Both present serious problems for the actual Celebration, XXXXXXXXXXXX stated, but the Celebration leadership wouldn't hesitate to open fire upon Uighurs or even Tibetans when they deemed it necessary to recover order. Mass occurrences present another kind of threat, he explained, as the leadership is ‘afraid' to fire on Han rioters for anxiety about sparking massive public outrage that would turn against the Celebration."

This can be a chilling viewpoint, especially when 1 views evidence offered in two reports launched this year by the Uyghur Human Privileges Project (UHRP) and Amnesty International which detail eyewitness accounts of the utilization of deadly reside fireplace towards Uyghur protestors in July 2009. In addition, the observation that fireplace wouldn't be used towards Han Chinese language protestors offers resonances for the different approach taken through Chinese protection causes within Urumchi in order to Han Chinese direct orders within September '09. During those protests, then Celebration Secretary, Wang Lequan, tackled demonstrators, who experienced required that he let them know regarding government reactions to security concerns. A similar request to meet with the Party Secretary through Uyghur protesters within July wasn't fulfilled.

The actual broader consequences of the unrest additionally saw a brief dialogue on the impact it might have upon Iran-China relations, and on relationships along with Sydney following Globe Uyghur Our elected representatives Leader, Ms. Rebiya Kadeer, spoke in the National Press Club within Canberra in August '09. Within the second option case, china government "privately warn[ed] a significant Australian bank which sponsors the nation's Press Club to make use of its impact to block a Kadeer talk there".

The United States' issues concerning the scenario in the Uyghur region also come via in the cables. In a discussion upon plan path within Tibet, Ough.S. officials explain that it'll end up being impossible for Chinese language leaders to consider a much softer collection "if they appear like they are doing this under international pressure". The actual cable dated 04 16, 2008, one month following the episode associated with unrest within Tibetan regions, additionally relayed the actual observation "that household stability remains the leadership's main concern most of all, meaning there'll ‘almost surely' end up being no relaxation from the current difficult collection on Tibet or in places such as Xinjiang." The info contained in the cable television also sheds gentle on the extreme sensitivity that china federal government sights territorial ethics, and also the feasible spill over associated with unrest through Tibet.

The prospect of solutions to stress within Tibet and Xinjiang as a result of municipal culture tend to be discussed inside a Feb Twenty-four, 08 cable television. Whilst recommending which China's financial achievement increases it's resistance to democratic change, the actual cable additionally talks about exactly how Chinese language frontrunners begin to see the effectiveness associated with "a restricted growth of civil society, including enhancements within the guideline of law and a more powerful role for approved beliefs, NGOs, non profit organizations along with other actors in areas that bring about sociable balance and do not problem Communist Party rule." This is a notable change in thinking, which has observed Ough.S. authorities market the idea that Chinese language economic improvement, and financial relations along with China will bring in regards to a progressively democratic society; nevertheless, more belief appears to be put into a grassroots motion than one that begins from the best quantity of a Chinese language federal government. Nevertheless, the cable concludes which "[i]n places such as Tibet and Xinjiang, driving a car of separatism leads to tight limitations on the development of municipal society." This approach is viewed as counter-productive by the official, that suggests that the actual U.S. federal government "should still express...serious issues more than Beijing's human rights record and attract China's developing consciousness that higher regard with regard to human rights, spiritual freedom and the rule associated with law assists to advertise the very improvement as well as sociable balance which China looks for in addition to to enhance China's worldwide image." Such a technique would consider substantial diplomatic abilities considering "China's paranoid concern the Usa secretly encourages routine change and ‘separatists' in Taiwan, Tibet as well as Xinjiang".

The cables provide insight into the actual every day business associated with diplomacy that's rarely owned by the general public, and it is interesting to notice the quantity of work carried out nowadays upon Uyghur issues. The importance of the actual role of the United States like a keep track of associated with Uyghur individual privileges problems within personal discussions is created clear, and contrasts with its tactful public position. Employees from the Uyghur Individual Rights Project is comfortable with pressure china government puts upon Uyghur activists; nevertheless, the details associated with Chinese language government stress upon it's counterparts is actually illustrative of the diploma which Chinese language authorities attempt to suppress contradictory narratives. With increased revelations to come from Wikileaks, issues over Uyghurs may not get the actual headlines, however the cables possess shed new light about the documentation of human privileges problems within the Uyghur region.

Uyghur People from East Turkistan

In the center of the desert landscapes of Taklamakan, in the northern-west part of China, the province of Xinjiang Uyghur Autonomous Region is the least populated land whereas it covers near to a sixth from the country's territory. Getting resisted during centuries the chinese domination, Xinjiang Uyghur Autonomous Region, or Old Turkestan, fell within the Chinese Han control in 1949. From then, its population is mostly Uyghurs and Turkic - speaking System.

Muslim most importantly, the Uyghur people have a deep religious identity which, in specific, allowed them to keep a solid difference towards the Chinese enemy. Certainly, the Uyghur Empire of Mongolia knew a excellent civilization, until its absorption by the Mongolian Empire in the XIIIth century.

During their own historical past, the Uyghurs successively taken on Shamanism, Manicheism, Buddhism and the Nestorianism before lastly converting to Islam when the Arab conquerors beat the Chinese in year 751 BC., as a result opening the way to the Islamization of the complete Central Asia.

Under the effect of the beliefs which they taken on, Uyghur People used successively, and sometimes in a competing way, a great number of written forms (turco-runic, brahmi, tokharien, soghdien) before developing their own unique graphic system.

The entrance of Islam was a great modification since it was supported by the assimilation of the Uyghur areas in the enormous Turkic and Islamic Kingdom. Thus, the descendants of Genghis Khan progressively replaced their writing by a Arabo-Persan alphabet, still used currently.

If their writing, their own language and their religion mark a real difference with the culture of Chinese Han, Uyghur People also differ from their characteristic, so characteristic of Central Asia's people. A matt skin, eyes representing a whole pallet of colors, from black to deep blue, features directing out to the Mongolian, Turkish or Uzbek origins of these men and these women.

For a few years, China has integrated the proper identity of these remote people, though they represent only 9 million population - a trifle for this big region. Therefore, the Uyghurs are now part of the 56 racial minority groups having been well-known in an official way by China.

This particular law will allow these people a few privileges in a land where their difference is very often repressed. Thus, Uyghur people escape the "single child policy" and their language is recognized as the second official language in Xinjiang.

The integration of the Uyghur people and their culture in China, however, looks quite illusory. The presence of all natural sources in Xinjiang, and its area with nations recognized as sensitive, strongly motivated the government to accelerate the sinicization of this area. Million of Han thus came to settle in this new Chinese eldorado, monopolizing the higher responsibility work opportunities.

In reaction to this true will to assimilate the Uyghur people into the Chinese culture, an independent party like East Turkistan Islamic Movement(ETIM) was born in the early 1990.

Asserting more freedom, but primarily the acceptance of their true identity, this movement was severely repressed by the power authorities in area Xinjiang.

The situations of September 11, 2001, were the perfect occasion for the Chinese government to justify true reprisals: they declared the "Uyghur freedom fighters" as dangerous terrorists linked to Al Quaida because of their Muslim origins and their proximity with Pakistan and Afghanistan... However, the terrible repression which followed did not calm down the anger. The Uyghurs population continues today to proudly continue to keep their identification and their ethnic heritage , even though they become a minority on their own territory.

To get more detailed information and facts about the Uyghurs, you can visit a Uyghur website called Uyghur News at http://www.uyghurnews.com

Making Money Through

It’s nearing two weeks since unions and their cohorts on the Left have thrown a nationwide fit over Scott Walker’s solution to what is ailing Wisconsin. Unions and Democrats have made Wisconsin their cause célèbre by deploying OFA astroturf, the big talking heads, as well as recruiting just about every known Grateful Dead concert attendee on their mailing lists into Wisconsin. Meanwhile, Democratic state senators (now humorously known as fleebaggers) comically continue to hold the state hostage over an issue of union power, politics and money—nothing more and nothing less.

Despite unions’ long hatred of Scott Walker, the new governor is moving to address both the symptoms of the disease and the disease itself—the public-sector union scheme that has molested Wisconsin’s taxpayers and their children by gaming the system. Unions like Wisconsin’s teachers’ union [WEAC] (which was Wisconsin’s biggest-spending lobby in 2009) have been extraordinarily adept at fixing the system through spending millions to elect politicians who, in turn, reward the unions at the expense of the taxpayers.

Now, in response to Walker’s proposals, the Left has gone overboard in their attempt to protect their stranglehold on Wisconsin taxpayers. Even though unions have made clear that their fight is not about their wages or benefits (they’ve offered concessions), they’ve made the fight all about their “right to be unionized” and the fictitious right to “collective bargaining”—which makes their cause even more despotic.

In making Madison into something reminiscent of the spectacle of the 1960s, unions, Democrats and their liberal cohorts are attempting to make the Wisconsin union battle into a civil rights battle, when it is not.  In fact, the Wisconsin fight, when compared to private-sector negotiations is about: 1) the Scope of Bargaining, 2) Union “Income” Security [Right-to-Work vs. Forced Dues], 3) whether Wisconsin should be the unions’ dues collection agency [payroll deduction of dues], and 4) whether public-sector unions should be ‘recertified’ by holding elections every year.

Contrary to the Left’s hyperbole, Scott Walker’s proposals do nothing to eliminate public-sector workers’ right to association, assemblage, or to petition their government. Even pretending that it is a “rights” issue is a mistake. There is nothing in the U.S. Constitution that requires a government to engage in a back and forth negotiation with a collective of workers. In a poignant piece entitled There is No Right to Collective Bargaining, Public Service Research Foundation President David Denholm summarizes the problem with the unions’ argument, stating:

A law granting public-sector unions monopoly bargaining privileges gives a union, a special interest group, two bites at the apple. First, it uses its political clout to elect public officials. Then it negotiates with the very same officials.

When you consider that between 70 and 80 percent of all local government expenditures are personnel costs, you begin to get an idea of the magnitude of the power such laws give unions.

Not only is there no right to collective bargaining in public employment, it is wrong. Collective bargaining distorts and corrupts democratic government.

Collective bargaining is a process for employer-employee relations that was designed for the private sector. This process served as the model for the development of public-sector collective bargaining without taking into account the fundamental differences between the two sectors.

As Mississippi Governor Haley Barbour explains:

“When they have collective bargaining in Wisconsin, on one side of the table there’s state employee unions or the local employee unions. On the other side of the table are politicians that they paid for the election of those politicians,” Barbour said. “Now, who represents the taxpayers in that negotiation? Well, actually, nobody.”

Even Newsweek’s Evan Thomas noted on Sunday [via Newsbusters]:

The Democrats really depend on these public employee unions in a lot of states for their support and for their political muscle, and public employee unions got a problem here. I want to distinguish between unions and public employee unions. Unions obviously are critical, but in the public sector, public employee unions have a pretty easy time getting a lot of benefits because nobody’s really pushing back all that hard.

Admittedly, Walker’s proposals are a threat to unions in several ways. As Walker’s proposals determine:

  1. The extent of what unions will be allowed to bargain about. Walker’s proposal limits bargaining to wages only, effectively eliminating the WEA Trust monopoly which gets its money from local school boards and runs it through a union-run insurance company.

  2. Whether unions can have workers fired for not paying union dues. According to its most recent financial record on file, WEAC (the teachers’ union) raked in over $25 million in 2009. Walker’s proposal makes paying union dues voluntary, as opposed to mandatory. This goes to the lifeblood of any union. If, for example, 20% of those teachers who are currently required to pay union dues as a condition of employment opt out, WEAC could lose up to $5 million a year in revenue. [It is noteworthy that, in the private-sector, the SEIU will be conducting its second strike at a Pennsylvania medical center over the issue of mandatory dues.]

  3. Whether the state will continue being the unions’ dues collector. Walker’s proposal eliminates’ the employers’ payroll deduction of union dues. Again, while it is commonplace for unions to negotiate payroll deduction, there is nothing anywhere (in private or public sector law) that states that it is an employers’ duty to be a union’s collection agency.

  4. Whether the unions will have to ‘re-certify’ every year to maintain representational status. Of all of Walker’s proposals, this seems to be one that could be considered a ‘throw away’ item in negotiations. If Walker’s other proposals get enacted, and union-represented employees feel that the union is worthless, they can initiate an election themselves every calendar under existing law [see Section 111.83(5)[h]] .

Given the ability of the unions and their co-conspirators on the Left to hijack the issue in Wisconsin over these last two weeks, there appears no way for a “win-win” compromise to be worked out. One side or the other will win. Either the unions and the Left, or taxpayers will prevail.

If the Left wins, all chances of reforming public-sector unions will be tossed aside by weak-kneed Republicans who will then be held hostage by temper-tantrum throwing Democrats (see Indiana for example). In addition, the Left has already painted the entire Republicans party with bulls eyes and has for years. Therefore, there is no reason for GOP governors like Scott Walker, Chris Christie and John Kasich to back down, which puts the Left in an untenable situation as well.

In the meantime, the disciples of Saul Alinsky will continue their prattle, attempting to convince America that the Battle of Wisconsin is something more than a fight over union power, politics and money…even though it’s not.

Conservative Conference Warns Of Hidden Islamic Danger In ‘Race To The Top’ Funding

A new memo that has been making the rounds in conservative circles is a dire warning about an onslaught of Islamic “Gulen schools,” a growing international network of charter schools begun in Turkey that offer “a blend of religious faith and largely Western curriculum.”

At the Educational Policy Conference, a large gathering of social conservatives in St. Louis in January, prominent neoconservative and anti-Muslim conspiracy theorist Frank Gaffney, and former Colorado State Board of Education member Peggy Littleton sounded the alarm on the “creeping threat” of Gulen schools hidden in President Obama’s landmark education initiative, the Race to the Top program, which encourages innovation in education, including charter schools. Littleton, who currently serves as an El Paso County Commissioner, told conference-goers that “the only reason [Obama is] pushing more charter schools” through Race to the Top is “because of these Gulen schools.”

ThinkProgress caught up with Littleton after her speech. She told us that the Obama administration “intentionally had already thought through how they could have a proliferation and a sneaking creep, if you will, of Gulen schools by embedding their acceptance and even promotion of charter schools under this new wonderful thing of Race to the Top.” She warned that these schools were teaching our children to “hate Americans.” Watch it:

Not to be outdone, Gaffney told the audience that, along with the federal government and CPAC, Gulen schools were “another example of this Muslim Brotherhood kind of operation, stealth jihad.” Completing Fox News host Glenn Beck’s “worldwide Muslim caliphate theory,” Gaffney also declared that Fethullah Gulen, the namesake of Gulen schools, “is a fellow who I think envisions himself being the next Caliph.” He finished by calling Gulen schools “an insidious, seditious program” and called on conference-goers to spread the word to friends and elected officials. Watch it:

Full transcript, after the jump

First video:

LITTLETON: If you’ve done any research on Gulen schools, you need to get on the Internet and do some. Because I believe – and this is just my own personal opinion without any factual data to back it up – one of the only reasons the Obama administration is willing to stand in the face of teacher’s unions, who supported his campaign with large numbers by the way. The only reason he’s pushing more charter schools, even in the face of teachers unions, is by making states adopt charter school rules that are open and who are applying for Race to the Top funds, I think that he’s doing that because of these Gulen schools. The Gulen schools are the Muslim schools in our country. I’m showing you how many of them are already operating, you can see there’s 107 of them. Twelve of them are opening in 2010, nine are pending, 22 were declined. There are over 150 schools in the United States that are already out there that are telling the kids of the United States of America, “hate Americans and the whole rest of the…” and you’ll hear more about that tomorrow, I’m excited you’re going to get to see that.

KEYES: Do you think the administration anticipated the rise in Gulen schools as a result of Race to the Top education money?

LITTLETON: I don’t think they tied it to the money in any way, shape or form. But I do think they intentionally – and again, this is my own opinion – but I think they probably intentionally had already thought through how they could have a proliferation and a sneaking creep, if you will, of Gulen schools by embedding their acceptance and even promotion of charter schools under this new wonderful thing of Race to the Top and “let’s fund the schools this way.” Even though there’s not really the direct funding source, I think it was the intention to promote charter schools.

KEYES: Couched in very flowery language.

LITTLETON: Absolutely.

KEYES: Why do you suppose they want to do that?

LITTLETON: Well, there’s going to be speculation, by everyone that’s out there. You yourself I’m sure have done the research, you’ve seen and heard some of the things our own president has said about the Muslims. You’ve heard that he thinks we ought to be friendly to some of their causes, that we should be tolerant in promoting some of the Muslims that are scientists and technology people. I think we need to go back and research what our president has said and by his own words and admissions, I think you can probably make the connection.

Second video:

GAFFNEY: As to this question about a Turk by the name of Gulen, this is one of those little-known stories that I’m thrilled that you’ve mentioned because it is another example of this Muslim Brotherhood kind of operation, stealth jihad. This is a fellow who I think envisions himself being the next Caliph. He is enormously influential in his native Turkey, where he has helped instigate, essentially, an Islamist takeover of the country with a wholesale repudiation and replacement of Ataturk’s secular form of government with one that is through-and-through Islamist. And that’s now increasingly making common cause with Iran, with Syria, with Hezbollah, with Hamas, which is very clearly hostile to Israel, which Turkey was until recently strategic partners with. In short, it is headed in a very dangerous direction indeed, Turkey is. This guy, Gulen, has been extending his influence by building large numbers of these schools all over the world. And the really extraordinary thing is he’s doing so from a safe haven in Rick Santorum’s great state of Pennsylvania. For a time his operation was considered a terrorist group, until inexplicably the Clinton administration decided it wasn’t anymore. And so he is churning out an insidious, seditious program from within the territory of the United States. And I would venture there isn’t one member of Congress today who has ever heard of his name, let alone understands what he is up to. We’re anxious to try to spread this word, and to those of you who are in contact with one of your five folks you are reaching out to happens to be your elected representative at the federal level or for that matter the state level, we can help educate and equip with this kind of information, we’re anxious to do it.

When it comes to hatching conspiracy theories, conservatives and Islamophobia are a match made in heaven. In the wake of Egypt’s peaceful democratic revolution, Fox News host Glenn Beck warned his viewers that former President Mubarak’s ouster portended an impending worldwide Muslim caliphate, a prediction that earned Beck the ire of even the likes of Bill Kristol. Leading neoconservative Frank Gaffney is also a regular propagator of fanciful theories of Islam, from Muslim Brotherhood infiltration of the Conservative Political Action Conference to Muslim Brotherhood infiltration of the United States government.

foreclosure report

There has been evidence here and there of a marked fall in new foreclosure filings. Lender Processing Services, which handles more than half of the loans serviced in the US, said its revenues in its Default Services Group were down in the final quarter of the year. Why? Its revenues are tied to initial foreclosure filings, and its were off 33%, no doubt in large measure due to the robo signing scandal. Recall that it led many banks to halt foreclosures (some all over the US, others in judicial foreclosure states only) while they inspected the state of play and scrambled to revamp procedures. Banks piously claimed that they found no problems in the correctness of foreclosure actions and that ex making the changes needed to assure affidavits were proper, they were going to be back to business as usual post haste.

Now we already know that that isn’t the case. Since the robosigning scandal broke, foreclosure activity has been down. RealtyTrac reported that foreclosures in January were up only 1% over December levels, which was down 17% from the year prior.

But RealtyTrac captures every foreclosure filing in that particular report, so it is a mix of new foreclosure filings plus additional filings for foreclosures already underway (the number of filings required varies by state, but the minimum number is three, and the number can also be increased if a borrower gets a foreclosure suspended, say by entering into a payment catchup plan, and then has the process restarted later on).

Lynn Syzmoniak of Fraud Digest provides a snapshot for January 1 through January 26 in two counties in Florida, Lee County and Palm Beach County:

Her tally for US Bank over the same period covered only Lee County, but showed similar results: 42 new foreclosures for 2011 versus 143 for 2010.

Now merely eyeballing this sample, and assuming it is representative of Florida (Syzmoniak says other counties show similar patterns), it’s clear the decline is bigger than the 33% fall that LPS mentioned for the fourth quarter of 2010 or the 17% figure from RealtyTrac.

There are reasons why Florida might show a steeper fall than other states. First, the state AG has been investigating all the major foreclosure mills in the state. Some, like the Law Offices of David Stern, have effectively folded. So there could be a bit of disarray simply due to the loss of some processing capacity.

Second, Florida, like New York, has implemented a rule requiring that attorneys verify information provided in foreclosures. That might seem to be merely ceremonial, since lawyers are already responsible for the accuracy of information provided to the court. But I am advised that this measure is more than mere belt and suspenders; it apparently would have the effect of lowering the bar for opposing counsel calling for Rule 11 sanctions if he thought the foreclosing attorney was submitting bogus documents or information. That rule did became effective February 11, 2010 (hat tip Lisa Epstein), and the foreclosure mills have tried to escape compliance. I’d imagine in the wake of the robo signing scandal, their clients are becoming less tolerant of this sort of thing.

If this pattern holds across at least across judicial foreclosure states, it suggests what we have long argued: that failures to convey loans as required by securitization documents are widespread, if not pervasive. Now that servicers and foreclosure mills are finding that a lot of judges no longer take them at their word, which means they increasingly have to provide documentation, they may be finding that a lot of their records do not pass muster. And while document fabrication was once an easy way out, that strategy is a lot riskier than it used to be.

Reader input welcome. Do you have any local data on the level of new foreclosures in 2011 versus same period 2010?

My colleagues Brady Dennis and Dina ElBoghdady got their hands on an early version of the settlement that the country's attorney generals and a few federal agencies are hammering out with the big banks. This is the endgame to the mortgage servicing mess that dominated the news some months ago: the banks, having repeatedly broken the law while handling mortgage paperwork and conducting foreclosures, need to strike some sort of deal with regulatory authorities so they're not nipped to death by thousands and thousands of lawsuits. That means the state AGs and regulators have some leverage: the banks need relief from them, and so the question is how much relief they can get for homeowners in turn.

The hope is that they can get something capable of stabilizing the housing market. For all that the economy is improving, housing remains a huge drag, with legitimate estimates suggesting we've still got as many as 11 million foreclosures in the pipeline. "The number one reason for nervousness about the economy in the next six to nine months is the foreclosure crisis," Moody's economist Mark Zandi told me last week.

With Congress no longer interested in acting to ease the foreclosure crisis -- or, it seems, the jobs crisis -- this settlement is perhaps our last shot at stabilizing the housing market. The big thing that advocates are looking for is "principal modification": a process in which borrowers who are underwater on their homes would see the amount they owe to the bank reduced. That looks to be in the proposed settlement, but the devil is in the details -- how much does the principal get reduced by, and under what circumstances? But if you can get those details right, a lot of experts think they could provide substantial relief. "I do think principle writedown would be very effective. If you could get $20 billion in a fund, you could provide half a million in very solid modifications," Zandi says.

The government's proposed foreclosure settlement has leaked, report Brady Dennis and Dina ElBoghdady: "Last week, state attorneys general, joined by a handful of federal agencies that included the Justice Department and the new Consumer Financial Protection Bureau, submitted a 27-page term sheet obtained by The Washington Post of proposed changes to five of the nation's largest banks as its opening bid in what is expected to be a series of intense negotiations beginning in coming days. The proposals attempt to address wide-ranging complaints about the servicing process. One would require the servicers to provide a single point of contact for borrowers looking to modify their loans. Another would require them to develop a portal that would allow borrowers to submit and track documents electronically in real time. The document also spells out the conditions under which servicers should consider principal reductions for certain borrowers...everal attorneys general acknowledged that differences of opinion remain among various stakeholders on two key issues - how to structure a feasible modification program and the precise amount of penalties that should be levied on the banks, some of which could go toward principal reductions for borrowers."

Moderate Senate Democrats may not sign on to Harry Reid's proposed budget, report Shira Toeplitz and Scott Wong: "The Senate has yet to hold a vote on the latest budget proposals, but Majority Leader Harry Reid already has a problem on his hands with a group of politically rattled moderates. Several Democrats facing tough re-election races next year are not saying whether they will support the package of $10.5 billion in cuts backed by Democratic leaders. Key budget votes could happen as early as Tuesday. 'I feel strongly that the cuts are not large enough, but there are some cuts, so I don’t know whether I’ll be for it or against it,' Sen. Claire McCaskill (D-Mo.) told reporters Monday night. 'But I know it doesn’t go as far as we need to go.'"

The anti-deficit 'Gang of Six' is taking their campaign public, reports Lori Montgomery: "While Washington bickers noisily over cutting a small slice of the federal budget, Sens. Mark Warner, a Virginia Democrat, and Saxby Chambliss, a Georgia Republican, launched a campaign Monday to convince the public that merely cutting spending will do little to tame the $14 trillion national debt....In addition to Chambliss and Sen. Tom Coburn (R-Okla.), who are personal friends of House Speaker John A. Boehner (R-Ohio), the Gang of Six includes Sen. Mike Crapo (R-Idaho), a close adviser to Senate Majority Leader Mitch McConnell (R-Ky.); Kent Conrad (D-N.D.), the chairman of the Senate Budget Committee; and Richard J. Durbin (D-Ill.), the No. 2 Democrat in the Senate and a close Obama ally. Warner is the former governor who famously balanced the Virginia budget....The group has been meeting weekly, while about 30 other senators are watching from the sidelines to see whether the talks produce a politically viable deficit-reduction plan they can back. Wisconsin's Democrats are not folding yet, reports Michael Fletcher: "A chance to end the legislative standoff that has paralyzed the Wisconsin government for weeks seemed to slip away Monday after Gov. Scott Walker (R) accused the leader of the state Senate Democrats of blocking negotiations to end the impasse. After some of the 14 Senate Democrats who fled the state to block a vote on the governor's proposal to sharply curtail collective-bargaining rights for government workers in Wisconsin signaled their possible willingness to return, Walker called a news conference at which he accused the legislators of being the biggest impediments to ending the stalemate. The governor said members of his staff seemed to be making progress in negotiations with some of the absent Democrats, only to have Senate Minority Leader Mark Miller stand in the way."

Still to come: The White House is pushing for a free-trade pact with South Korea; a group of Senators is pushing Obama to name a new Medicare administrator; the GOP needs a health-care plan -- and fast; John McCain and James Inhofe reach a deal on earmarks; Congressional Democrats want Obama to open the Strategic Petroleum Reserve; and a tiny lotis hold a tiny umbrella.

Economy

The White House is pushing once more for a free trade pact with South Korea, reports Elizabeth Williamson: "U.S. Trade Representative Ron Kirk on Monday appealed to congressional leaders to begin work 'without delay' toward ratifying a free-trade deal with South Korea, even as Republican leaders continued to press to link such action with movement on trade pacts with Colombia and Panama. In a letter sent Monday to leaders of the House Ways and Means and Senate Finance committees, Mr. Kirk asked Congress to begin a process that would lead to a vote on the Korea pact this spring. His letter didn't address pending trade-opening deals with Colombia and Panama, which prompted criticism from House Ways and Means Chairman Dave Camp (R., Mich.)."

The IMF is rethinking its whole macroeconomic approach, reports Howard Schneider: "'Before the crisis, we had converged on a beautiful construction" to explain how markets could protect themselves from harm,' said Olivier Blanchard, an economics counselor at the International Monetary Fund. 'But beauty is not synonymous with truth.'...The economists driving the policy discussion, however, say they are far from developing a new playbook."

Commerce Secretary Gary Locke will become Ambassador to China, report Anne Kornblut and Ed O'Keefe: "President Obama will nominate Commerce Secretary Gary Locke as the next U.S. ambassador to China, senior administration officials said late Monday, continuing a game of musical chairs that has shuffled top administration officials at the start of the second half of Obama's term...Although Locke has not emerged as a star in the Obama orbit, he is Chinese American and well-regarded in the Chinese business community. He was Obama's third choice for the Commerce position, after the nomination of Bill Richardson was pulled over ethics concerns and Sen. Judd Gregg (R-N.H.) withdrew over policy disagreements."

GOP cuts will fall heavily on poor children, writes Tanya Somanader: "Rather than bolster the safety net beneath this staggering number of children, House Republicans took their budget scissors to it in the continuing resolution they passed last week. By drastically slashing programs including Head Start services and the Nutrition program for Women, Infants, and Children (WIC), the GOP cut off thousands of children from vital food packages; 218,000 children from comprehensive health, educational, and family support; 975,000 low-income students from academic support; 5 million children from access to anti-poverty services; and leave 'in the lurch thousands of families who rely on child care assistance to work.'... Republicans are adding impoverished children to the list of those who must sacrifice in order to reduce a deficit they didn’t cause."

The US could learn a lot from the tiny island nation of Mauritius, writes Joseph Stiglitz: http://bit.ly/htQVHU

Republicans' budget intransigence endangers entitlement reform, writes Bruce Bartlett: "It’s hard to see how the House and Senate are going to agree on a budget resolution for 2012; funding for 2011 is still in flux. Though the White House plays no formal role in the congressional budget process, the fact that the Senate is still controlled by Democrats means that House Republicans, who often talk as if they control the entire government, need to compromise...Unless Congress comes together on a budget resolution, it’s almost impossible to make significant progress on cutting entitlement programs such as Medicare and Medicaid. The reason? A completed budget resolution is necessary to enable a special legislative procedure called reconciliation."

Health Care

A group of Senators wants Obama to name a new Medicare and Medicaid administrator, reports Robert Pear: "Members of Congress, including Democrats, have urged the Obama administration to search for another Medicare chief after concluding that the Senate is unlikely to confirm President Obama’s temporary appointee, Dr. Donald M. Berwick. Dr. Berwick’s principal deputy, Marilyn B. Tavenner, has emerged as a candidate to succeed him. Lawmakers of both parties said Monday that Ms. Tavenner, a former Virginia secretary of health and human resources with extensive management experience, could probably be confirmed. In a letter to the White House last week, 42 Republican senators urged Mr. Obama to withdraw the nomination of Dr. Berwick to head the Centers for Medicare and Medicaid Services."

Proposals to repeal health care reform's tax reporting provision could hurt the middle class, reports Brian Beutler: "Health care reform advocates are wise to the hidden middle-class taxes that passed the House last week, and are doing their best to kill them. The groups Families USA and Center on Budget and Policy Priorities have argued publicly against the proposal, and House and Senate Democrats have circulated memos on the Hill to raise awareness of the impact the proposal will have. As explained here, the penalties are designed to offset the cost of repealing a tax requirement on businesses...Under the House plan, if families get even modest compensation bumps after qualifying for health insurance subsidies, they can be required to reimburse the IRS with thousands of dollars."

Republicans need a health-care plan, writes Ezra Klein: "It's put-up-or-shut-up time for Republicans. They managed to make it through the health-care debate without offering serious solutions of their own, and - perhaps more impressive - through the election by promising to tell us their solutions after they'd won. But the jig is up. They need a health-care plan - and quickly."

Domestic Policy

Sens. James Inhofe and John McCain want to allow funding for local pet projects, reports Manu Raju: "n an unexpected twist, longtime earmark apologist Inhofe has quietly scored McCain’s endorsement on a proposal that would allow home-state projects if they are first authorized by Senate committees. It’s a major coup for Inhofe, who has emerged as the most aggressive Republican battling to save earmarks in a year when Congress has effectively banned them. And it’s a striking development in an at-times turbulent relationship between two hot-tempered septuagenarians who have sparred bitterly over the years."

Senate Democrats are proposing a harmful education cut, writes Cindy Brown: "The Senate Democrats countered the Republicans’ slash-and-burn H.R. 1 with their own proposal, released Friday. The measure...shortsightedly cuts $150 million from the Teacher Incentive Fund (TIF)...The program catalyzes the kinds of reforms human capital systems in our schools need. For instance, it requires participating states and districts to develop comprehensive and aligned approaches to attracting, evaluating, and developing educators. This alignment is particularly important because recent research supports the view that compensation reforms that are not combined with and aligned to other district reform strategies...are not likely to improve teacher practice or student achievement."

Energy

Congressional Democrats want Obama to open up the Strategic Petroleum Reserve, reports Steven Mufson: "Is $100-a-barrel oil a national emergency? Some Democratic lawmakers say yes, and assert that now is the time for the United States to dip into its Strategic Petroleum Reserve, which is brimming with 727 million barrels of crude. "We encourage you to consider utilizing the Strategic Petroleum Reserve (SPR) now," Rep. Edward J. Markey and two other House Democrats said in a letter sent to President Obama on Monday... 'From my perspective, it certainly would make sense for the president to begin selling oil from the SPR,' Senate Energy and Natural Resources Committee Chairman Jeff Bingaman (D-N.M.) said Monday, citing soaring prices and fighting in Libya."

The Energy Department's loan guarantee program is under fire: http://nyti.ms/hFXsou

Energy efficiency measures could backfire, writes John Tierney: "A growing number of economists say that the environmental benefits of energy efficiency have been oversold. Paradoxically, there could even be more emissions as a result of some improvements in energy efficiency, these economists say. The problem is known as the energy rebound effect. While there’s no doubt that fuel-efficient cars burn less gasoline per mile, the lower cost at the pump tends to encourage extra driving. There’s also an indirect rebound effect as drivers use the money they save on gasoline to buy other things that produce greenhouse emissions, like new electronic gadgets or vacation trips on fuel-burning planes...In some cases, the overall result can be what’s called 'backfire': more energy use than would have occurred without the improved efficiency."
